GSA sets rates only for the 48 contiguous states and DC. Under FTR Part 301-11, Appendix A, Alaska, Hawaii and U.S. territories use rates published by the Department of Defense, and foreign countries use the Department of State's rates (DSSR section 925). Both are updated monthly.
